Competence of the Embassy to examine and decide on visa application
The Embassy is competent to examine and decide on application for Schengen visa:
(a) when Lithuania is the sole destination of the visit(s);
(b) if the visit includes more than one destination, or if several separate visits are to be carried out within a period of 2 months, when Lithuania‘s territory constitutes the main destination of the visit(s) in terms of the length of stay, counted in days, or the purpose of stay; or
(c) if no main destination can be determined, when an applicant intends to cross Lithuania‘s external border in order to enter the territory of the Schengen area.
The Embassy is competent to examine and decide on application for Schengen visa for the purpose of transit:
(a) when transit is through the territory of Lithuania only; or
(b) in the case of transit is through several Member States, when an applicant intends to cross Lithuanian external border to start the transit.
The Embassy examines applications for Schengen visa, lodged by applicants legally residing in the Russian Federation (except residents of Kaliningrad region).
Applicants legally residing in Kaliningrad region for Schengen visa shall apply at the Consulate General of the Republic of Lithuania in Kaliningrad.
The Embassy examines and decides on an application for Schengen visa lodged by a third-country national legally present but not residing in the territory of the Russian Federation (except residents of Kaliningrad region), if the applicant provides justification for lodging the application at the Embassy and not in the country of his residence.
